About USTTAD Scheme 2024

Upgrading the Skills and Training in Traditional Arts/Crafts for Development (USTTAD) scheme is presented to promote the arts and the crops of minorities in India because India has a very high Heritage it also has a high number of people who are working in different types of Arts and Crafts communities in the country. The USTTAD Scheme was developed to provide proper opportunities so that the skill set of the artisans can be upgraded and they will be provided proper opportunities so that their traditional art is preserved. A lot of opportunities will be provided through the development of this scheme so that the heritage of India can be preserved without having to compromise the livelihood of the artisans.

Objective Of USTTAD Scheme

The main objective of the scheme is to provide good opportunities to the craftsmen of India so that they can continue their art and craft without having to worry about the financial difficulties that they are going through. The people will be provided opportunities so that the capacity of their craftsmanship can be extended and there will be proper training opportunities provided to the younger generation of craftsmen through the master craftsmen and articles in the field of traditional arts and crafts in India. This scheme is presented by the government of India to preserve the heritage of India and to provide opportunities for a better livelihood for all of the marginalized minorities in India who are practicing these types of arts and crafts. Culinary skills and other skills will also be showcased through exhibitions in India.

Benefits Of the USTTAD Scheme

The following benefits will be provided to all the people who will select in this scheme:-

  • The scheme is presented to promote the traditional arts and crafts in India practiced by the minority community.
  • The applicants will provide with opportunities so that their capacity building can be increased and they can also teach the younger generation.
  • The minority committee will be provided opportunities so that they can still practice their arts and crafts without having to worry about the funds that they need to continue their livelihood.
  • The development program will provide for the important traditional arts and crafts that are practiced by the minority community. There will also be the implementation of an exhibition so that people can get to know about the arts and crafts committee in India.
  • Existing workers will also be provided employment opportunities through the various knowledge partners under this scheme such as the National Institute of Fashion Technology, Sectoral Export Promotion Council, and other export agencies.
  • The knowledge partner will provide design and forecast of the trends for commercial variability, identification of the crafts and their preservation, minority assessments and clarification of training, course curriculum, and design research will develop, and documentation will be done through these partners also.

Eligible Trainees And Beneficiaries

Only the following trainers and the beneficiaries will be able to take benefit of the scheme and apply for the scheme:-

  • Training should belong to the minority community
  • 25% of candidates belonging to BPL families of non-minority committees will also be considered.
  • 3% seats will also be reserved for differently-abled citizens belonging to the minority community
  • The age of trainee should be between 14 to 45 years
  • The relaxation in the upper age limit will be provided for differently-abled persons belonging to minorities
  • The minimum educational qualification for the training is class 5th
  • There is a relaxation of minimum educational qualification in case of differently-abled persons
  • If more than one member of the family fulfills the eligibility criteria then the benefit of the scheme will extend to them also.

Duration of Course Curriculum

They will be a proper course which will follow in this scheme and you can check out the duration of the course from the pointers given below:-

  • The minimum duration of the course is 2 months and the maximum duration of the course is 1 year
  • The curriculum and duration of the program will be as per the module of MSDE, DC handicrafts, sectoral export promotion Council, or development knowledge partners
  • Training on soft skills, IT, spoken English etc will also be included in the course
  • Maximum six days in a week and 24 to 26 days in a month will be training days
  • The training will be provided for a minimum of 5 hours
  • The formation of self-help groups and producer companies will also include in the project.
Pattern of Funding

The subsidy amount of 2% of the project cost will be provided to the implementing agencies after the completion of the project. The cost of various components of the course are as follows:-

Release of Funds

The following funds will be released by the organisation through the development of this scheme:-

  • Upon approval of a project, the funds will be released in three installments. The funds will be issued directly to the implementing agency through direct benefit transfer.
  • First Installment: To the extent of 40% of the project, the cost will be disbursed after the approval of the project and entering into a Memorandum of Understanding (MOU) between parties.
  • Second Installment: To the extent of 40% of the project cost will be disbursed subject to compliance with the following:
    • On utilization of 60% of the first installment along with audited utilization certificate.
    • On submission of year-wise
  • Third Installment: To the extent of 20% of the project cost will be released upon the following conditions:
    • Copy of project completion report.
    • Copy of audited utilization certificate.
    • Details of trained candidates self-employed in the prescribed format.
    • Details of Self Help Groups or placements done in the prescribed format.
Eligibility Criteria Of PIAs

The following project management agencies will be responsible for implementing the scheme:-

  • Societies registered under the Societies Registration Act for at least three years (experience in conducting traditional skill development courses with established market linkages is mandatory)
  • Any privately recognized or registered professional Institution having experience of at least 3 years with established market linkages
  • industry or association of industries
  • Any institution of Central or state government which includes Universities, public sector undertakings, and training institutes

Terms And Conditions 

The applicant must follow the following terms and conditions to successfully apply for the scheme:-

  • All the disputes will come under the jurisdiction of the Court of Delhi
  • If some court case is filed by the organization then the organization will not receive any grant-in-aid till the matter is pending in the court of law
  • Ministry will not responsible for any dispute arising between the implementing organization and third party
  • The organization cannot promote any religious/communal/fundamentalist/divisive beliefs or doctrines
  • The organization cannot charge any fees from the beneficiaries
  • If the organization is commencing some new project then the organization is required to report this information to the ministry and state Minority Welfare Department. This should be done within 30 days from the receipt of funds by the organization
  • If there is a need to purchase nonrecurring items then this purchase is to be made from the authorized dealers subject to vouchers being produced for inspection
  • The provision of general financial rules 150(2) will be applicable where the project implementation Agencies are being assisted with the prescribed amount
  • The final installment will be released on producing reasonable evidence of proper utilization of previous installments
  • The organization is required to maintain a register in the GFR(19) of permanent or semi-permanent assets acquired wholly or partially
  • An asset that has been purchased from the grant in aid cannot be disposed of or encumbered or otherwise utilize
Other Terms & Conditions

The applicant must follow the other terms and conditions presented by the organization from the pointers given below:-

  • If the progress of the project is not satisfactory or the organization has violated the guidelines, terms, and conditions of the sanction then the grant in aid will be terminated with immediate effect and other actions will be taken against the organization with or without prior notice
  • If the organization is blacklisted by the Ministry then that organisation will never be considered by the Ministry
  • The organization is not authorized to divert grant-in-aid to another organization or institution
  • The organization is also required to submit performance cum achievement reports as prescribed by the Ministry
  • An Organisation is required to execute a bond on non-judicial stamp paper of Rs 20 in favor of the President of India to the effect that it will abide by all the terms and conditions attached to the grant and the scheme will be revised from time to time and if the organization fails to abide by the same then it will refund the amount to the government
  • Ministry will not provide any payment to a temporary or permanent employee appointed by the organization in order to run the project
  • The organization will also assist the trainees in an opening bank accounts and transfer of stipends etc
  • The organization also require to maintain a separate account in nationalize or scheduled bank in respect to the grant
  • All kinds of receipts and payments that are of Rs 10,000 or above must make through cheques
  • The accounts should remain open for inspection by representatives and officers from the ministry or office of comptroller and auditor general of India
  • The account of grant in aid should audit either by a CAG empanelment auditor or chartered accountants and supply a copy of the audited accounts to the ministry in the first week of June every year.
