What is PM Krishi Sinchayee Yojana

Pradhan Mantri Krishi Sinchayee Yojana is a national mission started by the Department of Agriculture and Farmer Welfare, Ministry of Agriculture and Farmer Welfare, Government of India. The scheme started with the motto “har khet ko Pani”. Under the skin, the government is going to consider all the available options including linking of rivers where feasible and ensuring optimal use of our water resources to prevent the reference of floods and droughts.

Objective Of Pradhan Mantri Krishi Sinchayee Yojana

The major objective of the Government of India behind starting the Pradhan Mantri Krishi Sinchayee Yojana is as follows:

  • Achieve convergence of funds in irrigation at the field level 
  • Attract greater private funds in irrigation.
  • Enhance recharge of aquifers 
  • Introduce sustainable water conservation practices 
  • Enhance the adoption of precision irrigation and other water-saving technologies (More crop per drop). 
  • Enhance the physical access to water on the farm and expand the cultivable area 
  • Ensure the integrated expansion of rainfed areas using the watershed approach towards soil and water conservation, regeneration of groundwater, arresting runoff, providing livelihood options, and other NRM activities. 
  • Explore the possibility of reusing treated municipal waste water for peri-urban agriculture, and 
  • Improve on-farm water use efficiency to decrease wastage and rise availability both in duration and extent, 
  • Integration of water source, distribution, and its efficient use, to make the best use of water through suitable technologies and practices. 
  • Promote extension activities relating to water harvesting, water management, and crop alignment for farmers and grass root level field functionaries. 

Focus Area

  • At the village level following initiatives will take place
    • Creation of new water sources
    • Repair, restoration and renovation of defunct water sources
    • Construction of water harvesting structures secondary & micro storage
    • Groundwater development
    • Enhancing potential of traditional water bodies
  • Where irrigation source is available or created, Developing/augmenting distribution network
  • To improve groundwater recharge, scientific moisture conservation and run-off control measures is promoted so recharged water can be used through the shallow tube/dug wells
  • Water conveyance and field application devices within the farm (such as underground piping system, Drip & Sprinklers, pivots, rain guns, and other application devices, etc.) is promoted
  • Encouraging community irrigation
  • Create awareness via Farmer oriented activities like capacity building, training and exposure visits, demonstrations, farm schools, skill development in efficient water and crop management practices through a mass media campaigns, exhibitions, field days, and extension activities through short animation films, etc.

Components Of PM Krishi Sinchayee Yojana

  • AIBP: Completion of ongoing Major and Medium Irrigation including National Projects more quickly.
  • PMKSY (Har Khet ko Pani): Under this component of the scheme the following work is going to be done:
    • Creation of new water sources through Minor Irrigation
    • Repair, restoration, and renovation of water bodies
    • Strengthening the carrying capacity of traditional water sources
    • Construction of rainwater harvesting structures
    • From water source to farm, development, strengthening, and creation of distribution network
    • Groundwater development
    • Improvement in water management and distribution system
    • Diversion of water from sources of different locations to nearby water-scarce areas
    • Lift irrigation from water bodies/rivers at lower elevations to supplement requirements
    • Creating and rejuvenating traditional water storage systems
  • PMKSY-PDMC: Under this component of the scheme the following work is going to be done:
    • Preparation of State/District Irrigation Plan, approval of annual action plan & monitoring, etc.
    • Water conveyance and precision water application devices like drips, sprinklers, pivots and rain guns on the farm will promote
    • Construction of micro irrigation structures
    • Secondary storage structures at the tail end of the canal system to store water
    • Water lifting devices like diesel/ electric/ solar pump sets including water carriage pipes, underground piping system
    • Extension activities for the promotion of scientific moisture conservation and agronomic measures to maximize the use of available water
  • PMKSY-WDC: Under this component of the scheme Department of Land Resources has taken up 6,382 projects out of which 5,243 have been completed. The project may include
    • Water harvesting structures such as check dams, Nala bund, farm ponds, tanks etc.
    • Capacity Building, 
    • Ridge Area Treatment, 
    • Drainage Line Treatment, 
    • Nursery Raising, 
    • Afforestation, 
    • Horticulture, 
    • Soil And Moisture Conservation, 
    • Pasture Development, 
    • Entry Point Activities, 
    • Livelihood activities for the asset-less persons and production system & micro-enterprises for small and marginal farmers etc.
    • Effective rainfall management like field bunding, contour bunding/trenching, staggered trenching, land leveling, mulching etc.

Pradhan Mantri Krishi Sinchayee Yojana Application procedure

Under this scheme, funds will release by the central government to the state government for irrigation projects. The state government will invest the PMKSY funds in the District Irrigation Plans (DIP) and State Irrigation Plan (SIP) to improve the irrigation facility.
